Beaufort County finance staff presented preliminary, unaudited year‑end figures and several routine actions to the Finance, Administration and Economic Development Committee on Sept. 15.
Staff reported general fund revenues finished slightly above projections — described as "a little over $12,000,000" in cumulative general fund revenue — while general fund expenditures were about 5% under budget for the year, with some line‑items (for example, general government) at 89% of budget. Enterprise fund results were mixed: solid waste and recycling performed near budget, stormwater revenues were notably below expectations (around 70%), and airport funds varied by location.
Finance provided an ARPA update noting the county’s total ARPA budget is about $37 million and a number of open projects remain, including broadband and sewer work. Staff said an administrative reallocation added $62,000 toward revenue replacement and mental‑health services; staff reminded the committee the federal deadline to expend ARPA funds is Dec. 31, 2026, and that the county had met the allocation deadline of Dec. 31, 2024.
Staff also announced that 6,099 interest‑refund checks were processed and mailed, totaling $1,404,943.19, and thanked the treasurer, auditor and assessor teams for coordination.
The committee approved several procurement items without objection: a request from Beaufort County Emergency Services to purchase 12 LifePak 35 cardiac monitors and accessories for $568,599.71 (funded from the designated account), and a stormwater management purchase of one boom mower for $226,772.70. The committee also approved an amended FOIA policy (corrected from an earlier draft) that includes a $26 per hour fee; the policy will go to County Council for final action.
Finance staff agreed to follow up with additional detail on the public welfare over‑expenditure item and to provide FY25 collection and FY26 projection figures at the next finance meeting, as requested by committee members.
