The Henniker Board of Selectmen authorized a payment of $3,060 from the Conservation Fund to Moosewood Ecological LLC to update the town's natural-resources inventory and designated the conservation commission chairperson as the authorized representative to execute the contract. The vote was unanimous.
Town Administrator Diane provided multiple updates: the low apparent bidder for wastewater construction (PRB Construction) submitted a low bid reported in the packet that exceeds the engineering estimate and the budget by roughly $260,000; bids are good for 60 days and the town will seek other revenue sources or budget adjustments to close the gap. Diane also described a Community Wildfire Protection Plan effort to make the town eligible for additional grants and to add or rehabilitate dry hydrants where appropriate.
On parks, Diane recommended a near-term safety step at Azalea Park: installing about 30 feet of split-rail fencing to redirect foot traffic away from an eroded bank, and later issuing an RFP for bank-stabilization engineering and permitting (Diane said the Azalea Park Trust has roughly $45,000 available). The board discussed procurement policy (projects over $30,000 require public bidding) and asked staff to draft an RFP for design and permitting. Diane also noted ongoing coordination with Central New Hampshire Regional Planning on a Main Street crosswalk project and that the town has submitted necessary DES paperwork for wastewater work.
A motion to authorize the conservation contract (Moosewood Ecological LLC, $3,060) was moved, seconded and carried unanimously. The board recorded the conservation-commission year-end balance as $170,886.
