Torrington Council approves zoning change, waives event fee and clears routine business

Applicants Pauline Plemmons and Ronald McKey requested a special event permit for Trucks and Tikes on June 27 at City Park and asked that the permit fee be waived. Chief of Police Johnson said "there are expected to be approximately 30 trucks on display," described requested parking arrangements and said no additional city services or costs were anticipated. Councilman Viktorin moved and Councilman Warren seconded to approve the permit and waive the fee; the motion carried unanimously.
Earlier on the agenda the council approved the consent agenda (including minutes from the May 19 meeting) and unanimously adopted a proclamation declaring June 2026 as National Safety Month. The council also reviewed and approved bills covering municipal purchases and contracts for the period May 20 to June 2.
At the close of the meeting Councilman Deahl moved and Councilman Viktorin seconded to adjourn to executive session to discuss potential litigation; the council returned to regular session later and Mayor Doby adjourned the meeting at 7:05 p.m. No public details of the executive-session discussion were disclosed in the transcript.
