WHIGHAM, Ga. — The Whigham City Council on Nov. 18 unanimously re‑nominated two city officials as signatories for Municipal Electric Authority-related decisions, agreed to invest the city’s off‑system sales revenue in a short‑term portfolio and scheduled a special meeting to set the 2025 millage rate.
Mayor Trey Gainous opened the regular meeting at 6 p.m. and the Council adopted the agenda and approved the October minutes by unanimous vote. Councilman Robert Porter moved to re‑nominate Mayor Pro Tem Jim Sellers and Councilman Jimmie Laing as the city’s MEAG signees; Andrew Walden seconded the motion and all members present voted in favor.
Under separate action, Councilman Andrew Walden moved to deposit 100% of the city’s off‑system sales (OSS) revenues into the short‑term portfolio, citing last year’s yield and liquidity; Jimmie Laing seconded and the motion passed unanimously. The Council did not specify the dollar amount of OSS revenues in the meeting record.
Mayor Gainous presented the proposed 2025 gross millage of 4.742, a rollback rate of 1.438 and a net millage of 3.304, a net levy decrease of about 2.72 percent. The city anticipates net taxes of $41,842.75 under the proposed rate. Tax Commissioner Worsham asked the Council to hold the required public hearing as soon as possible and offered to pay for the advertisement. Jim Sellers moved to reschedule the regular Dec. 9 meeting to Dec. 2 and to hold the millage public hearing that day, with Robert Porter seconding; the motion passed on a unanimous vote.
