Trustees debate rule to let virtual attendance count toward quorum

The ordinance text in the packet specifies that members wishing to attend virtually must advise the Town Clerk (one draft requires 24 hours’ notice and limits acceptable reasons to out-of-town travel or illness) and directs the clerk to take practical measures to ensure meetings remain open to the public and that public participation by telephone or similar means is available.
Trustee Troy Bomgardner raised concerns about adding 'terms and conditions' and asked whether the ordinance should list allowable reasons. He said, 'I feel we need terms and conditions, we only one and it is notifying the Town Clerk whether you will be here or not. Do we add reasons illness, out of town, etc.?'' Trustee Shanna McKellip agreed and the board asked Bomgardner and McKellip to draft recommended expectations to present in a future meeting.
The packet also contains an earlier version of the ordinance language stating that virtual attendance 'shall constitute “presence” for the purposes of determining a quorum' and providing an emergency provision allowing fully remote meetings when an emergency is declared in writing by the mayor.
Next steps: trustees will review the draft terms that Trustees Bomgardner and McKellip prepare; the ordinance remains subject to additional readings and a final vote.
