Gray council approves weight-limit ordinance, insurance renewal, ARPA closeout and emergency Folds Drive repairs

The Mayor and Council for the City of Gray, Georgia, at a regularly scheduled meeting May 5 approved a package of ordinances, resolutions and administrative actions including a second-reading ordinance adding restricted streets for vehicles over 18,000 pounds, a property/liability insurance renewal, closure of the ARPA fund account, certification of an estimated rollback millage rate, and an emergency drainage contract for Folds Drive.
The council recorded approval of Ordinance 25-O-002 (amending Chapter 66, Article I, Section 1 to add additional restricted streets for motor vehicles weighing in excess of 18,000 pounds) following a second reading. The motion was moved by Mayor Pro Tem James Collins and seconded by Councilman Terry Favors; the record shows the ordinance was APPROVED 4-0.
Also on the consent-like slate, the council approved Resolution 25-R-009 updating the Jones County Service Delivery Strategy (moved by Councilman Terrell Fulford, seconded by Councilman Terry Favors; APPROVED 4-0) and Resolution 25-R-010 to certify an estimated rollback tax millage rate for 2025 (moved by Mayor Pro Tem James Collins, seconded by Councilman David Tufts; APPROVED 4-0).
Tom McEachern presented a Zurich property/liability insurance renewal with an annual premium of $125,219. Councilman Terrell Fulford moved to accept the Zurich renewal, Councilman Terry Favors seconded; the motion was recorded as APPROVED 4-0.
The council authorized the City Clerk to close out the American Rescue Plan Act (ARPA) fund bank account after a motion by Councilman Terrell Fulford and a second by Councilman David Tufts (recorded as APPROVED 4-0).
On infrastructure matters, the council deemed the Folds Drive drainage project an emergency and accepted Appling Brothers Company’s construction quote of $136,000, authorizing the company to proceed. The motion was made by Councilman Terry Favors, seconded by Councilman David Tufts and recorded as APPROVED 4-0. To enable the work, the council also approved acceptance of a permanent easement from RAC, LLC for the drainage project, for a purchase price of $15,000; payment is to be made upon completion of the required survey (moved by Mayor Pro Tem James Collins, seconded by Councilman Terrell Fulford; APPROVED 4-0).
Procedural items approved at the meeting included the May 5 agenda, the April meeting minutes and April accounts payable, all recorded as APPROVED 4-0.
