Council approves rezoning and begins wider Cottage Court review for Smith Douglas Homes development

Thomaston Mayor Pro Tem Troy Chaney presided over a public hearing and second reading Wednesday before the City Council approved rezoning multiple parcels on Cottage Court from M-R (Multi-Family Residential) to PD (Planned Development).
City Manager Russell Thompson introduced the abandonment and rezoning items linked to a proposed development. Developer Eddy Kleid of Smith Douglas Homes outlined why abandoning portions of Cherry, Oak and Nottingham streets was necessary to advance the project. The council opened and then closed the public hearing by unanimous motion.
Resident Susannah Dobbs urged the council to defer and rezone the entire neighborhood at once rather than considering a subset of lots. "I ask you to defer and rezone the whole neighborhood," Dobbs told the council, saying she wanted a broader process for Cottage Court residents.
Councilmembers said the formal rezoning approval would include conditions recommended by the building official and require final approval of a hydrology report before final permits are issued. Councilmember Jerry Adams moved to approve the rezoning with those conditions and to initiate rezoning of the remaining Cottage Court lots; Councilmember Jeff Middlebrooks seconded. The motion passed unanimously.
The approved motion listed the parcel numbers included in the rezoning request. Council recorded that staff would circulate hydrology findings before final building approvals and would begin the administrative process for rezoning adjacent properties on Cottage Court.
Next steps: staff will notify affected property owners and post the hydrology findings when available; the council’s motion instructs staff to begin the separate rezoning process for the remaining Cottage Court lots.
