Thomaston council approves clarifier, sewer rehab and sidewalks; mayor later vetoes paving change

The council approved a quote from AES Inc. for $121,006.71 to address the Bell Creek clarifier and accepted an RDJE Inc. quote for $101,460 to rehabilitate the Gordon Street sewer, with the sewer work funded by SPLOST. Council also awarded a sidewalk improvement bid to Flint Contracting for $108,450 to be paid from LMIG funding. Minutes show each of these motions passed unanimously.
Separately the council approved a change order to the 2026 paving schedule to exclude Park Lane and add Sunset Hill and Fair Oaks subdivision. The paving change vote was: Don Greathouse YES, Jeff Middlebrooks NO, Jerry Adams YES, Lakeitha Reeves YES, Troy Chaney YES. The minutes record that Mayor John David "J.D." Stallings vetoed the council’s change concerning Fair Oaks subdivision by letter dated Feb. 19, 2026; the letter is included in the record and cites the Thomaston Charter authority for a mayoral veto.
The minutes do not list additional conditions or alternatives for the Fair Oaks work after the veto. The approved clarifier, sewer rehabilitation and sidewalk contracts include stated vendors and dollar amounts in the meeting record; contract execution and scheduling will proceed under the city’s procurement and funding rules.
