The City of Toccoa Commission unanimously appointed Sean Black to the Northeast Georgia Housing Authority, approved $2,500 for engineering services on a Schaefer Court storm drainage project and authorized a development agreement and parking easement that will waive certain building setbacks and change traffic flow on West Railroad Street, the commission voted Oct. 27.
The actions were taken by a 5-0 roll call vote after routine reports and brief discussion. Commissioner Michelle Jamieson moved to appoint Sean Black to fill the remainder of Rose Means’s term on the Northeast Georgia Housing Authority board, a term that expires Dec. 31, 2026; Commissioner Gail Fry seconded the motion, which passed unanimously.

Vice-Mayor Evan Hellenga moved and Commissioner Ron Matheson seconded a motion authorizing Mayor Terry Carter to sign the agreement and easement; the motion passed 5-0.
Commissioners also used the meeting’s report section to praise Main Street staff for organizing a large Harvest Festival. Commissioner Gail Fry said it "is SO wonderful that facility is now open," referencing a recent ribbon-tying at Pings. City Manager Fredda O. Wheeler thanked Main Street staff by name, saying, "there are not words to properly express her thanks to Cynthia and Emrie for the magnificent, over the top, off the chart job they did for the Harvest Festival."
