Toccoa commissioners table standard lease policy for city-owned properties

City Manager Fredda O. Wheeler told the Toccoa City Commission at its Sept. 22 work session that the city’s portfolio includes leases of varying lengths and responsibilities and recommended developing a consistent lease policy covering term length and tenant versus city responsibilities for building systems.
"We have leases for 30 years, 3 years and some one year," Wheeler said, asking for a consensus on what the city should consistently require and what tenants should be responsible for, including HVAC and plumbing. Wheeler identified several properties for review, including the Whitman Street building, the Hope Center, the Housing Authority space, the Chamber of Commerce and the Historical Society locations.
Commissioner Gail Fry said the Hope Center lease needs to be redone and that the city should be clear about which buildings are included and which party bears maintenance responsibilities. Commissioner Michelle Jamieson said organizations receiving nominal rent (for example, $1) should share in upkeep costs.
Commissioner Fry moved to table the item for a more constructive work session; Commissioner Jamieson seconded. The motion to table carried unanimously: Carter, Hellenga, Jamieson, Fry and Matheson voted in favor.
Next steps: commissioners asked staff to return with a prepared agenda and recommended lease templates for a future work session so each tenant and building can be reviewed individually. The work session adjourned at 5:00 p.m.
