Toccoa commission sets 2025 millage at 5.20 mills, approves ordinances and local projects

Toccoa Mayor Terry Carter called the City Commission’s regular meeting to order at 5:00 p.m. on Aug. 25, 2025. After brief invocation and roll call, the commission approved the agenda, adding an Airport Authority request, and passed the consent agenda including minutes from the Aug. 11 work session and commission meeting.
The commission set the 2025 property tax millage at 5.20 mills. Vice-Mayor Evan Hellenga moved to set the rate; Commissioner Michelle Jamieson seconded, and the motion carried unanimously. The action was recorded as the formal millage-setting for the coming tax year.
Commissioners adopted two ordinances by unanimous vote and waived second readings: a Hotel Motel Ordinance (moved by Commissioner Gail Fry and seconded by Commissioner Ron Matheson) and a Purchasing Ordinance (moved by Commissioner Michelle Jamieson and seconded by Vice-Mayor Evan Hellenga).
The commission also approved several local items and appointments. Commissioners reappointed members of the Historic Preservation Commission (motion by Commissioner Fry, seconded by Commissioner Matheson). The commission awarded the bid to L A Heating and Air for replacement HVAC at the Boys & Girls Club for $39,253.00 (motion by Commissioner Jamieson, seconded by Vice-Mayor Hellenga). The body approved a budget amendment of $9,891.00 for the Toccoa-Stephens County Airport (motion by Commissioner Gail Fry, seconded by Commissioner Michelle Jamieson).
In reports and announcements, Vice-Mayor Hellenga said a waived-adoption-fee weekend at the city shelter resulted in 12 adoptions and that two additional waived-fee weekends are planned for September and October; he urged public education about spaying and neutering. Commissioner Gail Fry noted she attended historic-preservation training in Gainesville and thanked volunteers who serve on city committees. Commissioner Ron Matheson described recent meetings with the Chamber and a tour of the Historic Ritz Theatre with local preservation partners. Mayor Carter and the Public Works director reported that street-cleaning work is underway, with crews focusing on Currahee Street; the mayor thanked Randy and staff for the effort.
During public comment, Mr. Eddie Hallford presented photos of the Henderson Falls tennis courts and asked the commission to consider repairing them, converting the layout to six pickleball courts and adding a restroom facility.
Mayor Carter adjourned the meeting at 5:30 p.m. The commission did not indicate additional public hearings or votes scheduled on the Henderson Falls request during this session.
