Thunderbolt planning commission approves university subdivision, grants fence and awning requests and asks staff to draft fence-rule change

The Town of Thunderbolt Planning & Zoning Commission on Wednesday unanimously approved the subdivision of a university-owned parcel at 3309 Whatley Ave, granted a fence-gate variance for a residential property and approved an aluminum awning for a River Drive business, and asked staff to draft an amendment to fence guidance for future consideration.
Chairperson Lisa Williams opened the meeting at 6:32 p.m. and the commission moved quickly through routine business before taking up land-use requests. The commission approved the agenda and the Feb. 19, 2020 minutes by unanimous voice votes after motions from Commissioner Len Hiers and seconds from Commissioner Jim Kearns.
The commission approved a petition from Savannah State University to subdivide Parcel 3-0292-03-003 into two lots. Clerk of Council and Zoning Administrator Deatre Denion told the commission that an access easement had been created and that title issues had been cleared. During the discussion Town Attorney Charlie Barrow asked whether a signed plat would be accepted for recording; Denion confirmed it would. Lee Perry, representing Savannah State, said "it has been corrected" when asked about an ownership issue. Commissioner Len Hiers moved to approve the subdivision and to have a recordable plat recorded; Commissioner Jim Kearns seconded and the motion passed unanimously.
On a separate petition, petitioner Matt Herrington asked for a fence-gate variance at 2309 E. Victory Dr., explaining the practical need for a lighter gate. Commissioner Hiers moved to grant the variance; Commissioner Kearns seconded. The commission approved the variance unanimously.
The commission also approved an awning replacement proposed for Parcel 3-0005-04-013 in the River Drive District. John Smith, representing petitioner Bill Simon, described the awning as aluminum and white, saying it "can be washed off" and noting it is similar to awnings on nearby Kentucky Fried Chicken and Whole Foods. Commissioner Hiers moved to approve the awning; Commissioner Kearns seconded and the motion passed unanimously.
Building Inspector Bob Fischer raised a separate matter, reporting that Enmarket has proposed installing an 8-foot vinyl fence that mimics the look of wood and asked the commission to consider changing VDD guideline language to allow the material. Town Attorney Charlie Barrow was asked to draft possible ordinance language for the commission to review at its next meeting.
The meeting adjourned at 6:55 p.m. after a motion from Commissioner Hiers and a second from Commissioner Kearns. The meeting record includes a teleconference notice for members of the public wishing to address agenda items.
