The Guyton Downtown Development Authority met Feb. 19, 2025, at Guyton City Hall. Chairperson Miller Bargeron called the meeting to order at about 10:05 a.m. Five board members were present: Miller Bargeron (Chairperson), Keith Lancaster (board member), Kaitlynn Thayer (DDA Secretary), Theodore Hamby (board member) and Glen Montgomery (board member). City Clerk Moses attended as administrative staff.
In brief procedural business, Kaitlynn Thayer moved to approve the meeting agenda; Theodore Hamby seconded, and the motion passed unanimously. Thayer then moved to approve the minutes of the Jan. 15, 2025, DDA meeting; Hamby seconded and that motion also passed unanimously. Keith Lancaster moved to adjourn near the end of the meeting; Glen Montgomery seconded and the adjournment motion passed unanimously. The minutes record the meeting adjourned at approximately 11:00 a.m.
The board’s agenda included a financial report and a Strategic Planning Committee report; the minutes list those items but do not provide figures, recommendations or follow-up actions. Under Old Business the minutes record an update on the façade grant program and an update on the downtown mural project, including a discussion about a mural dedication sign and a reveal celebration. The minutes do not specify grant amounts, target properties, mural artist(s), sign text, dates, budget allocations or required approvals.
Under New Business the board discussed implementing Food Truck Fridays, next steps for extending the boundaries of the Downtown Development District and fiscal-year 2025–2026 planning. The minutes note that those topics were discussed but do not record motions, approvals, proposed maps, operational plans, permitting requirements, budget numbers or assigned follow-up tasks.
No formal votes on grants, project approvals or budget items are recorded in the minutes beyond the procedural motions to approve the agenda and prior minutes and the adjournment. The minutes indicate that the guest sign-in sheets were filed with the City Clerk. The record does not state a date for a next meeting or list any deadlines for the items discussed.
