City Manager Fredda O. Wheeler presented a draft hotel-motel ordinance to the Toccoa City Commission at its Aug. 11 work session, saying the measure is intended "to ensure the public's health and safety when they visit these establishments." Wheeler described the proposal as a guideline to prohibit people from living in hotels, limit stays to 14 days, and require a two-day vacancy before a guest may re-check into the same property. She also noted exceptions for work-related stays and for families relocating because of natural disasters.
Mayor Terry Carter said the ordinance should allow reasonable exceptions that accommodate special circumstances. Commissioner Gail Fry urged provisions to help enforcement, suggesting that parked vehicles display visible license tags so police could scan them for compliance checks. Commissioners discussed the balance between preventing long-term residency and avoiding unintended hardship for legitimate temporary stays.
The commission did not vote on the draft ordinance. Commissioners tabled the item for consideration at a later meeting so staff can revise the language and clarify enforcement and exceptions. The work session record shows the item was presented and discussed but no formal motion or roll-call vote was recorded.
