Buchanan County supervisors approve $467,469.48 in claims, authorize MOU and hire HR director

The Buchanan County Board of Supervisors on June 15 approved county claims totaling $467,469.48, authorized a memorandum of understanding for office space with the Eastern Iowa Disability Alliance and voted to hire for the county’s Human Resources Director position.
At 9:00 a.m., Chairperson Dawn Vogel, Supervisor John Kurtz and Supervisor Keith Wieland took routine votes to approve the agenda and earlier meeting minutes. The board approved multiple claims motions: election claims revised to $19,535.78 and a general claims run shown in the vendor listing with a meeting total of $467,469.48, including major line items such as Bruening Rock Products (resurfacing) $178,157.83 and Consolidated Energy (fuel) $27,070.41. Motions to approve the claims were made by Supervisor Wieland and Supervisor Kurtz and carried unanimously.
Auditor Kris Wilgenbusch presented the monthly employee health insurance report; the board approved the report after discussion. Wilgenbusch also presented a memorandum of understanding for office space with the Eastern Iowa Disability Alliance; the board approved the agreement and authorized the chair to sign.
On staffing, Auditor Kris Wilgenbusch said she wanted to continue having the human resources duties split among herself, county staff and the law firm Ahlers & Cooney, an arrangement in place since mid-February. "I would like to continue with the position and duties being split between myself, staff and Ahlers & Cooney," Wilgenbusch said. Following discussion the board voted to approve hiring for the Human Resources Director position; the motion passed unanimously.
The meeting included routine departmental reports, including a Recorder’s Office monthly report showing receipts of $14,249.26, which the board approved. The board also placed on file three manure management plans and heard public comments before adjourning at 9:32 a.m.
All motions recorded at the meeting carried with unanimous votes by the three supervisors present: Dawn Vogel (Aye), John Kurtz (Aye) and Keith Wieland (Aye).
