Duchesne County Library board adopts internet policy with copyright warning and reviews state award

The board, chaired by Jessica Shaw, convened at 4:32 p.m. at the Duchesne Library. Director Daniel Mauchley presented the award letter from the Utah State Library Division and noted the board’s pride in staff work that contributed to the recognition. The board also reviewed an American Library Association document on economic barriers to library service access and discussed balancing accountability with avoiding barriers to patron use.
Board business included two formal motions. Jenny Adams moved to approve the March 2026 minutes “as written,” seconded by Vice Chair Kathryn Crapo; the motion passed unanimously. Later, Deb Evans moved to approve the Internet Policy—Warning of Copyright Infringement “as written,” seconded by Commissioner Jeff Chugg; that motion also passed unanimously.
Director Mauchley explained a statistical note about the library’s Blackstone digital collection, saying the reported circulation numbers are lower because some digital titles require only a single checkout while patrons retain access afterward. A scheduled discussion with Myton Mayor Linda Harrington on possible shared services with Myton City’s library did not occur because the mayor was unable to attend; the board expects to meet with her in June.
There were no questions from board members and no public comment. The meeting adjourned at 4:52 p.m.; the minutes were recorded as approved on June 16, 2026 and signed by Secretary Amy Snow. The board’s next meeting is set for May 12, 2026 at 4:30 p.m. at the Roosevelt Library.
