Council holds first reading of ordinance on feeding strays, approves sidewalk enrollments and park mulch

Mayor Elva Wyandt conducted the first reading of Ordinance 875 at the April 13 meeting; the ordinance would prohibit feeding stray cats and dogs. The item was read into the record for further consideration and will return for subsequent readings as required by council procedure.
Council approved Resolution 26-05 allowing Diane Washington to enroll in the sidewalk program; Mike Medina moved, Chris Healy seconded, and the resolution passed with Medina, Healy, Rico Valdez, Jamie Hohenberger and Nathaniel Stephey voting yes; Jeffery Rothman was absent. Separately, resident Dennis Carnahan requested enrollment in the sidewalk loan project and the solicitor was directed to prepare the paperwork.
Administrator Jason Michel reported he had submitted a Community Development Block Grant (CDBG) application for $79,380.31 to support park improvements. Council also approved a motion to fund $3,000 for mulch for the park (Medina moved; Healy seconded). The meeting record lists no competing motions or recorded dissent on these items.
The council approved routine bills and adjourned at 8:10 p.m.; the next regular meeting is April 27 at 7:00 p.m.
