Council hears first reading of rezoning to allow Plain Township fire substation

Council took up the first reading of Ordinance O0526 on Feb. 17, a staff member said, seeking to rezone roughly 6.35 acres at the northwest intersection of State Route 605 and New Albany Road East from LGE (Limited General Employment) to CF (Community Facilities) to permit a Plain Township fire substation.
"This is a request to rezone 6.35 acres of a 12.72-acre site ... to allow for a substation for the Plain Township fire department," Sierra, planning staff, told the council and said the application included a final development plan that met setbacks, building height and screening requirements. She added the planning commission and architectural review board recommended approval.
Council members asked technical questions about the curb cut, whether the entrance would be signalized and landscaping/mounding. A representative from Shore Architects, Miller, explained the design uses a preemption system that will trigger nearby traffic signals during emergency responses: "There's a preemption system ... when crews going out, they'll hit a button, you know, signal everything, doors open, fire truck leaves the station." Staff said there is mounding to the west and south and that high-pressure gas lines under the site limit planting in parts of the parcel.
The ordinance was set for second reading and public hearing on March 3, 2026. No vote on the rezoning was taken at the Feb. 17 meeting.
