Franklin City Council adopts lighting assessments, approves budget supplement and raises Rumpke solid-waste rate

At its Aug. 6 meeting, the Franklin City Council completed a public hearing on street-lighting assessments and approved three measures: Ordinance 2018-15 levying 2019 street-lighting assessments, Emergency Ordinance 2018-16 supplementing 2018 appropriations for building-inspection revenues and security equipment, and Resolution 2018-46 establishing a new Rumpke solid-waste collection rate of $16.70 per month effective Oct. 1, 2018.
Ordinance 2018-15 Clerk Jane McGee stated the ordinance was the final step in the street-lighting assessment process. Mayor Todd Hall opened the public hearing; no residents spoke. Council adopted Ordinance 2018-15 on a motion by Brent Centers, seconded by Paul Ruppert. The roll call recorded unanimous approval.
Ordinance 2018-16 (Emergency supplemental) City Manager Sonny Lewis described the first supplemental appropriation for 2018. He requested a $39,800 increase to the General Fund to cover an unexpected shortfall in building-inspection permit revenue ($30,000) and to purchase nine ballistic vests for the Police Department ($9,800). He also requested a $42,800 increase in the Capital Projects Fund for additional server storage for building-security cameras ($24,600), cruiser camera storage ($13,400) and a $4,800 door-security upgrade. Police Chief Russ Whitman said the Police Department is funded from the General Fund and that the department needed the equipment before year-end. Council discussed whether to delay the transfer, but approved the emergency ordinance unanimously.
Resolution 2018-46: solid-waste, recycling and yard-waste rates Public Works Director Steve Inman presented the second renewal under the Rumpke contract and recommended a monthly rate of $16.70, comprised of a $13.99 collection fee and a $2.71 administrative fee, effective Oct. 1, 2018. Council compared neighboring-city rates and concluded Franklin’s rate was midrange. The resolution passed on a unanimous roll-call vote.
Other business City Manager Sonny Lewis noted monthly income-tax and cash-position reports in the council packet and proposed Halloween hours; council agreed to set Trick-or-Treat on Oct. 31 from 6:00 to 8:00 p.m. Council moved into executive session at 6:53 p.m. to discuss pending litigation related to NYNY before the Liquor Control Commission and Warren County Court of Common Pleas; the meeting reconvened at 7:52 p.m. and adjourned with no further action.
