Hobart Board accepts SS4A safety grant, approves major change orders and a three-day lakefront festival

The Hobart City Board of Public Works and Safety on May 20 approved acceptance of a Safe Streets for All (SS4A) grant to help fund a $375,000 safety action plan, authorized multiple construction change orders that alter local project budgets, and granted a three-day permit for the Hobart Art Theater lakefront festival, board members said.
City Engineer Alex Metz told the Board the SS4A award would cover $300,000 of the $375,000 project and asked that the project term be extended from 24 to 30 months to allow time to select an engineering firm; the Board voted unanimously to accept the grant and authorize signatures on the final agreement once the changes are reflected. "We recommend moving the project timeline to 30 months to ensure we can engage an engineering firm for the study," Metz said as he described the funding and timeline change.
The meeting also included several contract adjustments. Brandon Towle of engineering firm BF&S presented Change Order No. 5 for the 61st & Marcella project, which he said consolidates five items under $20,000 and produces a net credit of $244,749.20; the Board approved the change order unanimously. Towle then presented Change Orders 1–7 for the US 30 & Colorado project, which together total a net charge of $68,877.08 (itemized in the meeting record); the Board approved those orders and Towle said a subsequent closeout change order is expected and will result in a credit.
On a separate item, Shane Evans requested use of Lakefront Park behind Cagney's & Art Theater for the Hobart Art Theater Annual Lake Front Fest from July 24 to July 26; Evans said the event will use city police officers plus private security, and the Board approved the three-day permit with Sunday events to end at 10 p.m.
The Board handled multiple routine and public-works items during the meeting. Public Works Superintendent Kent Moore presented an Arborist report for trees in an easement at 760 N. Shelby St.; the Arborist recommended removing trees and roots, and the Board approved a motion allowing the homeowner to remove the trees and roots at the homeowner's expense. Mrs. Longer noted the subdivision that includes 2669 E. 62nd Pl. is on the city's sidewalk replacement list for next year; the Board denied the standalone sidewalk-repair petition with the understanding the sidewalks will be repaired as scheduled and the petitioner may apply for the city's 50/50 sidewalk program when it opens on June 1.
The Board also approved routine administrative items: acceptance of a warranty deed for Parcel 20 tied to the Hickey Street Improvement Project; signing of mylars for the one-lot subdivision "The Vista at Cortes Reserve"; continuing the unsafe-building order for 300 W. Old Ridge Rd. to the June 17 meeting after the owner received a variance from the BZA; and removing 312 N. Cavender St. from the Unsafe Building Authority after the Building Commissioner provided photos showing required work was complete.
Votes at a glance: every motion recorded in the minutes passed unanimously with a 3-0 vote by Mayor Huddlestun, Ms. Galka and Mrs. Longer.
The Board adjourned at 3:59 p.m. and has scheduled follow-up items, including the continued unsafe-building matter for June 17.
