Franklin council approves tax incentives, ODOT project participation and five-year trick-or-treat schedule

At its Aug. 20 meeting the Franklin City Council unanimously adopted a package of six resolutions authorizing tax incentives, community event dates and preliminary participation in state transportation projects.
Economic incentives: Council approved Resolution 2018‑47, granting a 15‑year Community Reinvestment Area (CRA) tax exemption to Greenpoint Metals for a 57,605‑sq. ft. manufacturing expansion and a 3,200‑sq. ft. office addition. City staff said the project represents about $4.4 million in improvements and is expected to create 54 full‑time jobs, with about 30 hires anticipated within a month. Brent Centers moved the measure and Matt Wilcher seconded; the roll call vote was unanimous.
Council also adopted Resolution 2018‑48, a 15‑year CRA for UniFirst Corporation for an 11,000‑sq. ft. addition to expand shipping and washing capacity. The project cost was reported as approximately $2,996,485; council recorded 4 full‑time and 1 part‑time new jobs. Brent Centers moved the motion; Michael Aldridge seconded and the council voted unanimously.
Community schedule: The council passed Resolution 2018‑49 designating "Beggars' Night" (trick‑or‑treat) dates and times for 2018 through 2022, establishing Oct. 31, 2018, from 6 to 8 p.m. as the city's 2018 trick‑or‑treat window. The resolution was adopted by unanimous vote.
Infrastructure and ODOT projects: City Engineer Barry Conway presented preliminary participatory legislation required by the Ohio Department of Transportation (ODOT) for several projects. Council approved Resolution 2018‑50 for the Downtown Signal Management System Project (Phase III), which will replace signals and add cameras at key downtown intersections; total cost was estimated at $1,276,236 with a City share of $457,318. Resolution 2018‑51 authorizes preliminary participation in the SR‑123 at Shotwell/Beal intersection reconstruction; total estimated cost $2,231,250 with a City share of $613,333. Council also adopted Resolution 2018‑52 to participate in the Clear Creek bike path connector (Hazelwood Park to Community Park), estimated at $2,716,415 with a City share of $737,043; staff said they will pursue Clean Ohio and Issue II funds and budget for the city share.
All resolutions were presented as preliminary or routine measures and passed on unanimous roll call votes. City staff said funds have been set aside in relevant ODOT program funds for the city shares and that grant applications will be pursued where appropriate.
