The Franklin City Council on Oct. 1 unanimously adopted Resolution 2018-55 authorizing the City Manager to acquire title to or interests in real property commonly known as 20 E. Fourth Street (Permanent Parcel ID 04-31-132-010).
City Manager Sonny Lewis told council the boarded property is vacant and that the Economic Development Committee recommended pursuing its purchase. Lewis said the city would clean the property carefully after acquisition and that council would later decide on reuse. He indicated the building could be renovated and noted a commercial use would be required on the first floor if it were sold for mixed use.
Council members asked procedural and practical questions. Council member Denny Centers asked about permitted uses and saleability; Lewis said he had discussed options with the owner and expected the building could be fixed and used. Council member Matt Wilcher asked about square footage; Lewis said that information was not known at the meeting. Denny Centers noted sheriff’s-sale timelines would give the city time to consider purchases.
Denny Centers moved to adopt Resolution 2018-55; Michael Aldridge seconded. The roll call vote was recorded as unanimous in favor of adoption.
The resolution gives the City Manager authority to acquire the parcel; council did not set a final redevelopment plan at the meeting.
