Franklin council backs applications for federal FAST Act funds for intersection and repaving projects

The Franklin City Council on Oct. 15 adopted Resolution 2018-57 authorizing staff to submit applications for federal FAST Act funds through the Miami Valley Regional Planning Commission for two transportation projects.
City Engineer Barry Conway described the projects and the expected local cost: intersection improvements on SR 123 at Franklin Community Park Driveway/Franklin Elementary (estimated local share $320,385) and mill-and-repave of South Dixie Highway from Riley Blvd. to the south corporate limit (estimated local share $344,000). Conway said, "This is the first step in the application process, with funds to be distributed in 2023. If the City receives the funding, our local share would be approximately 30% of the overall project cost." Council discussed the funding match and noted the city would apply for Issue II monies to cover its portion if the grant funds are awarded.
Mrs. Debbie Fouts moved to adopt Resolution 2018-57; Mr. Paul Ruppert seconded. The resolution passed on a roll-call vote with six yes votes and Mayor Todd Hall absent.
The resolution authorizes staff to proceed with the application process; it does not commit local funds beyond the city's responsibility for the local match if the grants are awarded. Further project-level decisions and contract approvals would come back to council for future action.
