Resident raises streetlight and pavement concerns; city manager reports likely Nature Works grant

During the meeting’s reception of visitors, local resident Keith Kash asked for an update on a requested streetlight. City Engineer Barry Conway said Duke Energy has the streetlight request on file.
Kash also pointed out that the right‑hand lane on Second Street approaching the interstate (beginning at Chiciarelli’s Law Office) "looks like a rubble strip." City Manager Sonny Lewis said he has noticed the pavement condition and that staff will inspect the area to decide on repairs. "We don’t have the money to pave the full lane of the road now," Lewis said; he suggested staff "maybe we can grind and repave the bad sections until there’s money for a repave project." Mayor Hall said discussion about moving the FallFest earlier in the year would be referred to the Special Events Committee.
Lewis also told the council that, although the city had not yet received written notice, a posting on the grant website indicates Franklin will receive the Nature Works Grant for which the city applied; he thanked Barry Conway and Mrs. Copenhaver for their work on the application.
Councilmembers used their comments to thank police, fire, EMS and street crews for recent service, to note the condition of downtown lighting and leaf pickup work, and to raise a missing rail on the David Boulevard bridge. Mayor Hall announced the City Building will be closed Wednesday, Dec. 5, 2018, to observe the National Day of Mourning for the late President George H.W. Bush. The council then entered executive session to consider employee compensation and property purchase; no action followed and the meeting was adjourned.
