The Village of Fort Recovery Council voted Dec. 15 to authorize Kleinfelder to complete a 30% design plan for the village’s wastewater upgrades at a cost of $120,000. The motion was made by Scott Pearson, seconded by Luke Knapke and passed unanimously.
Village staff told council the engineering phase could approach $300,000 and that design work will be used to secure EPA review and approvals; officials cited nutrient limits (phosphorus, ammonia and E. coli) and a March 2028 regulatory milestone. "We are at the point where we start zeroing down on where we are going to go," Village Administrator Randy Diller said when describing the next steps toward final design and EPA submission.
Separately, council approved spending $83,000 to drill and test a 10‑inch well (Quinter $53,161 for drilling; Eagon $28,000 for final testing). Staff noted the quoted well cost does not include transmission, electric or connection work. Council also reviewed water-plant work (filter media changes) and discussed sludge removal and options for land application.
Council received an update that construction bidding for related systemic funding is expected next month with award decisions in March, and approved the real‑property right‑of‑way portion of the Safe Routes to School project, awarding the R-O-W acquisition to Zicardi and Associates.
