Fort Recovery Council unanimously approves three resolutions, authorizes engineering design work

The Village of Fort Recovery Council unanimously passed three resolutions at its Jan. 5 meeting that the mayor and staff said will advance local infrastructure work and finalize the village’s 2026 budget authority.
The council suspended the rules and approved RES 2026-01, a transfer from the general fund to the ODOT construction fund intended to cover the village’s share of a state-managed roadway project. The body also adopted RES 2025-02 to authorize appropriations for current expenses and other expenditures for 2026.
Councilors also approved RES 2025-03, which authorizes the village administrator to enter into an agreement with Kleinfelder Engineering Services. Staff said Kleinfelder will prepare a 30% design for lagoon work as the next step, later advancing to 60% plans and final design ahead of bidding.
Staff reported several project-related items: village officials said the ODOT project is scheduled to be advertised for bid Jan. 26, with an expected award in March and construction anticipated during summer months. On the water plant, staff said the original permit and well-capacity assumptions require revision; village personnel said they may consult EPA staff about whether a third well’s continuous capacity requirement must be met before construction proceeds.
Roberta Staugler told the council the auditor’s report should be ready within about a week. Administrative staff also noted tax receipts are close to a $1 million projection for the period.
All three resolutions were passed after motions to suspend the rules and recorded as unanimous in the minutes. The Kleinfelder contract authorization is intended to allow engineering work to proceed to the next design milestone.
