Fort Recovery council advances water funds, approves water-tower final payment and other budget measures

The Village of Fort Recovery Council on Nov. 3 approved a series of financial and infrastructure actions, including advancing water-fund money to the water-tower fund and authorizing the final tower payment.
Mayor Dave Kaup called the meeting to order at 7:30 p.m. and the council unanimously approved the Oct. 20 meeting minutes. On a set of roll-call votes, the council passed RES 2026-28 to advance funds from the Water Fund to the WWIP-FR Water Tower Fund, RES 2025-29 to amend appropriations for current expenses, and ORD 2025-30 to authorize applying for a Land & Water Conservation Fund grant for the pool project.
Randy Diller, speaking for village staff, said the new water tower is complete and the council authorized final payment to the contractor, Caldwell, totaling $148,539.61 — $4,128.50 less than the original contract amount. The council also approved a PMG Consulting pay request of $18,352.50 for services by Rob Shoaf from May through November.
Council procedures included motions to suspend rules before immediate passage of the resolutions and ordinance; council members voting on these items included Cliff Wendel, Luke Knapke, Greg Schmitz, Scott Pearson and Al Post, with Erik Fiely absent. All recorded votes on the resolutions and motions were unanimous among those present.
In executive-session business, councilors met under Ohio Rev. Code 121.22(G)(1) to discuss employee compensation and instructed staff to prepare a 2026 wage ordinance for presentation at the next meeting. The council also reviewed and approved routine invoices and electronic payments before adjourning at 8:49 p.m.
The council took no final action on annexations or the well-site study during the meeting; staff reported pending filings and follow-ups to state agencies that will return to council for future decisions.
