Fort Recovery staff report water tower completion and ongoing well study; public meeting set on east-side drilling

Village staff updated the council Oct. 20 on multiple water-system items, reporting the recently completed water tower, ongoing water-plant coordination, and a well-site study that could prompt further action.

Randy Diller said the water tower project is finished and the village needs to give final approval before paying retainage; he noted the final cost came in slightly lower because some items were not performed. Diller also said he will meet with Marvin to align on water-plant plans. On the well study, Diller said step tests have been completed and discussions with Eagon personnel have occurred; staff will contact the U.S. Environmental Protection Agency for guidance about working toward a third (secondary) well. Diller said, based on staff review, there is no regulatory requirement in the records to force a third well.

Aaron Rengers described locations of the existing wells: two near Sawyer Park, one by the park drive on the hill, and a fourth between the water plant and the park. He said testing showed yields just under 100 gallons per minute for the well tested. Diller announced a public meeting about drilling east of town to be held by Adrian Grube at 6:30 p.m. Wednesday and said he will attend as an observer, not representing the village.

Council asked procedural questions about siting and funding; staff did not present a final decision or schedule for drilling. The village noted next steps include EPA consultation, completion of any additional tests, and continued public outreach prior to any permitting or drilling activity.
