Fort Recovery council approves annexation, establishes ODOT grant fund and amends appropriations

The Village of Fort Recovery council voted unanimously on Oct. 20 to approve three measures: an ordinance accepting the annexation of 1.035 acres in Gibson Township, a resolution creating an ODOT-grant fund, and a resolution amending current appropriations.

Mayor Dave Kaup called the meeting to order at 7:30 p.m. and the council proceeded to consider under the resolutions/ordinances portion of the agenda. Council member Scott Pearson moved to suspend the rules for each item and Greg Schmitz seconded those motions. Al Post moved final passage of the measures and Pearson or Schmitz seconded the final motions; the minutes record the vote as "all yes." The ordinance (ORD 2025-13) was adopted as an emergency by roll call vote.

The annexation ordinance accepts 1.035 acres in Gibson Township into the village and was presented as an emergency measure; Randy Diller advised afterward that the Fortkamp annexation will take effect in 30 days. The ODOT-grant fund (RES 2026-26) was established to track grant dollars related to Ohio Department of Transportation projects, and RES 2025-27 amended the village's appropriations for current expenses and other expenditures.

Council did not record individual vote names beyond the motion/second sequence, and the minutes do not attach additional ordinance language, fiscal notes, or maps to the record. The measures carry the procedural effect described in the minutes; any administrative steps (recording annexation maps, distributing appropriation amendments among funds, or finalizing the new grant fund) will follow normal administrative processing.
