The Village of Fort Recovery Council on Oct. 6 approved a design change to an ODOT-funded Safe Routes to School sidewalk, discussed pedestrian crosswalk operation and driver behavior, and confirmed the local income tax levy will appear on the Nov. 4 ballot with planned community outreach.
Randy Diller, village staff member, said the Ohio Department of Transportation asked that the sidewalk from Sharpsburg Road to the school be 8 feet wide rather than 6 feet; because ODOT is funding the change, the council agreed to the modification and directed staff to continue design and right-of-way work and to issue RFQ paperwork this month.
Council members discussed a flashing crosswalk signal downtown. "Just because it's flashing, they don't have to stop," Jared Laux said, noting that motorists are only required to stop for a pedestrian who steps into the crosswalk. Scott Pearson said driver behavior is inconsistent and asked staff to double-check signage and operation. "If someone is standing you would have to stop," Pearson said; Laux replied that motorists must stop only if the person is within the crosswalk.
The council also noted the village's income tax levy will be on the Nov. 4 ballot; members discussed hosting an open house before the next meeting to provide information to voters and said Aaron Rengers will represent the village at the next school-board meeting to discuss CRA matters.
What happens next: staff will proceed with sidewalk design revisions, continue right-of-way and RFQ processes for the Safe Routes project and schedule outreach for the November levy.
