Clinton County supervisors approve juvenile detention contract, school resource officer agreement and multiple personnel actions

The Clinton County Board of Supervisors on June 15 approved a package of contracts, personnel actions and administrative items, including a one-year juvenile detention and diversion services agreement with Scott County totaling $104,025 and a five-year 28E agreement with Eastern Iowa Community Colleges for a School Resource Officer.
Under the juvenile detention agreement (Resolution 2026-139) Clinton County will purchase one unit of service per day at a rate of $285 per unit for 365 units during the contract term (July 1, 2026–June 30, 2027), yielding a total contract cost of $104,025. The board found the arrangement provides a nearby detention option that improves access for families and attorneys and authorized the chair to execute the agreement.
The Board also approved a 28E agreement (Resolution 2026-140) with Eastern Iowa Community College District to assign a deputy as a School Resource Officer serving campuses in Clinton and DeWitt. The agreement carries an initial five-year term with an effective date in August 2026; the college district will reimburse personnel, equipment, training and operational costs associated with the liaison officer.
Separately, the Board authorized the Clinton County Sheriff to sign a traffic-control agreement with LyondellBasell for the company’s plant turnaround work; the company will reimburse participating law-enforcement agencies for personnel, vehicles, equipment and related costs (Resolution 2026-141).
The meeting record also shows the Board approved multiple personnel resolutions and a ceremonial oath for promoted sheriff’s personnel. Resolutions 2026-131 through 2026-134 authorized internal promotions in the Sheriff’s Office: Jessup Schroeder and Matthew Owens to lieutenant at a salary rate of $106,516.80, and Michael Peters and Zachary Lange to sergeant at a salary rate of $96,823.99. Resolutions 2026-129 and 2026-130 recorded resignations of Part-Time Special Deputy Steve Cundiff (last day June 29, 2026) and Elections Coordinator Amber Harmsen (last day June 22, 2026). Resolution 2026-128 accepted the resignation of Ruthellen Bates from the Medical Examiner Transport program effective July 1, 2026; staff noted her years of service and volunteer work with CERT and emergency management.
Administrative approvals included authorizing a Budget Director credit card application with a requested $2,000 limit (Resolution 2026-135), apportioning published FY2026/2027 budget amounts (Resolution 2026-136), renewal of service contracts with Milestones and RSVP for FY2027, and approval of the annual Cost Allocation Plan required for federal grant reimbursement.
