Fort Recovery council hears water system update, approves contractor draws and withholds final payment until crosswalk striping

The Village of Fort Recovery Council on Oct. 6 received detailed updates on water infrastructure work and approved several contractor payments while reserving final funds pending a punch-list item.
Randy Diller, village staff member, told council the new water tower is complete and a walkthrough with contractor representatives will be scheduled. He said a fourth test well was drilled and staff expects final pump numbers from the well testing this week; those results will inform the water-plant design that federal review (EPA) is currently holding up in part because of differing interpretations of required wells. "We will see the final pump numbers on two wells tomorrow, then will go from there depending on the results," Diller said.
Diller also said lagoon dredging estimates could be reduced to about $300,000–$400,000. He told council the project’s final cost is slightly below the original $2.4 million estimate but "not enough to make a big difference," and reported a current draw request of $8,749.04 for Caldwell Tank toward tower work and a retainage balance of $147,345.61 still to be paid.
Council voted unanimously to pay Caldwell Tank $8,749.04 after a motion by Luke Knapke and a second from Cliff Wendel. Council also reviewed an invoice from the hydrology firm (spelled both "Eagan" and "Eagon" in the record) and approved payment of $967.25 on a motion by Scott Pearson, seconded by Luke Knapke; the vote was all yes.
On the contract for street work that included a crosswalk, Diller said he would withhold the final check to Tom's Construction until the required crosswalk striping is painted. Council approved the final pay application for Tom's Construction for $235,204.93 (motion by Luke Knapke, second by Greg Schmitz; vote all yes), with Diller noting he would not release the check until the crosswalk is painted.
What happens next: staff will complete the well pump testing and meet with the hydrologist to finalize recommendations for the water-plant design; council expects final billing and retainage reconciliation once the remaining construction items, including crosswalk striping, are finished.
