County officials brief supervisors on election preparations, ‘Big Boy’ event planning and staffing matters

David Troester, County Auditor, told the Board that the 2026 Primary Election is scheduled for the next day and that the current meeting represented the final opportunity for in-person absentee voting at the Auditor's Office. County preparations for election day were ongoing.
Supervisor Irwin noted the Union Pacific 'Big Boy' steam engine will pass through Clinton County with a planned stop in Grand Mound; Sheriff Greenwalt outlined public-safety preparations for that event and said he planned to meet with Iowa Attorney General Brenna Bird and local law enforcement leaders to discuss joint training initiatives and the use of county-funded training simulators. Sheriff Greenwalt also reported a positive development: "It was discovered that the county may be eligible for reimbursement dating back to July 1, 2025, potentially resulting in significant future budget savings," referring to inmate mental-health prescription expenses.
Supervisor George provided an update on Early Childhood Iowa operations, reporting that Clinton, Jackson and Dubuque counties would proceed with a full merger arrangement rather than a partnership model. Human Resources described options for temporary staffing services to assist with courthouse file relocation, highlighting pre-employment screening timelines and workers' compensation considerations.
Human Resources recognized employees celebrating June service anniversaries, including Todd Kinney (25 years, Secondary Roads), Adam Wilhelm (25 years, Secondary Roads), Zach Lange (15 years, Sheriff’s Office), Amber Harmsen (1 year, Auditor’s Office), and Jeff Chapman (1 year, Communications). The Board expressed appreciation for employees’ service.
Board members noted these operational items require follow-up by respective departments; no formal board action was taken on these updates beyond direction to continue preparations where applicable.
