Franklin City Council approves 3% pay increases for officials, extends city manager agreement

The Franklin City Council on Dec. 17 adopted two measures affecting city pay and management. Resolution 2018-68 establishes the 2019 organizational listings and pay rates, including a 3% salary increase and an increase in the City Manager’s and Clerk of Council’s share of insurance premiums to 15%. Council then adopted Resolution 2018-69, authorizing Mayor Hall to execute Addendum #3 to the City Manager employment agreement covering 2019 and 2020; the addendum provides a 3% salary increase for the City Manager in each year.
City Manager Sonny Lewis summarized the pay resolution, saying it matches the 3% increase given to other employees and adjusts the insurance premium share. Matt Wilcher moved to adopt Resolution 2018-68; Michael Aldridge seconded. Mayor Todd Hall introduced the addendum; Michael Aldridge moved and Debby Fouts seconded adoption of Resolution 2018-69. Both measures passed on recorded votes.
Lewis also reported a planned pavement repair on Second Street toward I-75: crews will grind and pave a 6-foot-wide strip from the curb between Victory Lane and Deardoff Road to address buckling pavement believed to stem from earlier work. The city did not provide a construction start date in the meeting.
At the start of the session Mayor Hall and Police Chief Russ Whitman presented Wm. “Tommy” Roberts and Thomas Roach with a proclamation and a Police Department "Departmental Coin" recognizing the men for assisting Officer Patrick Holland during a recent possible drug-overdose incident.
Council closed the meeting with brief member remarks and adjourned at 7:27 p.m.
