Fort Recovery council adopts appropriation amendment; administrator residency ordinance moves to second reading

The Village of Fort Recovery Council unanimously approved a resolution amending appropriations and voted to advance an ordinance addressing the village administrator's residency to a second reading during its Feb. 2 meeting.
President Al Post called the meeting to order at 7:30 p.m. Scott Pearson moved to suspend the rules on RES 2026-10; Councilmember Greg Schmitz seconded. The motion and the subsequent motion to pass RES 2026-10 were approved by unanimous voice vote. Pearson then moved, with Schmitz seconding, to send ORD 2026-01 (an ordinance concerning approval of the village administrator residing outside village limits) to a second reading; that motion also passed unanimously.
Roberta Staugler presented the December bank reconciliation, which council reviewed as part of routine financial business. Council later reviewed and approved invoices (checks 34024–34041 and electronic payments 51-2026 to 65-2026) before adjourning at 8:01 p.m.
The votes were recorded as unanimous; no roll-call dissent or abstentions were noted in the minutes. No ordinance adoption took place at this meeting — ORD 2026-01 was advanced to a further hearing for the required second reading.
Next procedural steps: the ordinance will return for its second reading on a future agenda; the resolution amending appropriations is effective as adopted per the council's action.
