Geneva-on-the-Lake council unanimously approves zoning and TIF ordinances, appoints police chief

Geneva-on-the-Lake’s Village Council met May 12 and unanimously approved three ordinances and several routine motions before entering an executive session on a personnel matter.
The council removed ORDINANCE NO. 2025-13 from the table and voted to amend Chapter 1126 (Luxury Motorcoach Resort District) of the village planning and zoning code. Council Member P.J. Macchia moved to waive the three-reading rule and act on the ordinance; Matt Caudill seconded. Roll-call votes recorded Caudill, Colby, Dudeck, Fischbach, Macchia and McMullan voting yes.
Council also removed and acted on ORDINANCE NO. 2025-20, which amends ORDINANCE NO. 2024-64 to declare certain real property a tax incremental financing (TIF) district. The ordinance text references Ohio Revised Code sections 5709.40, 5709.41 and 5709.43 and includes Exhibit A listing the affected properties. The council unanimously waived the three-reading rule and voted to act on the ordinance.
In the most consequential personnel action of the evening, the council held the first reading of ORDINANCE NO. 2025-27 to appoint Jonathan Roberts as chief of police under a one-year employment agreement beginning May 12, 2025. The council moved to declare an emergency, waive the three-reading requirement and act on the ordinance; the motions passed on unanimous roll-call votes.
Earlier in the meeting, Council Member P.J. Macchia moved to accept the minutes of April 14, 2025; Matt Caudill seconded and the motion passed unanimously. The council also approved a motion to pay the bills by unanimous roll call.
After the regular business, Matt Caudill moved (seconded by P.J. Macchia) to enter executive session to consider the appointment, employment, dismissal or discipline of a public employee or the investigation of charges or complaints against a public employee; the council entered executive session at 7:31 p.m. and returned at 8:10 p.m. The meeting adjourned at approximately 8:11 p.m.
