Geneva-on-the-Lake council appoints Ryan Colby, adopts 2025 budget and approves emergency contracts

Mayor Dwayne M. Bennett Sr. called the Village of Geneva-on-the-Lake Council to order at 7:01 p.m. March 17. Council moved quickly through routine business, approving minutes and adding budget approval to the night’s agenda before taking up fiscal and ordinance items.
Fiscal Officer Sean Ratican presented the fiscal report and Council adopted the proposed 2025 permanent budget after a motion from Councilmember P.J. Macchia and a second from Council President Matt Caudill. The roll call for the budget adoption recorded Caudill, Cynthia Dudeck, Shawn Fischbach, Macchia and B.J. McMullan voting yes; dollar amounts for the approved budget were not specified in the transcript. Council also voted to direct the solicitor to retroactively prepare the formal budget ordinance for the next council meeting.
Mayor Bennett swore in Ryan Colby to fill the council seat vacated by Don Woodworth. Council then acted on Resolution No. 2025-9, approving Colby’s appointment through Dec. 31, 2026. Councilmember P.J. Macchia moved the emergency declaration and motions to waive the three-reading rule and act on the resolution; each motion passed on roll call with Caudill, Dudeck, Fischbach, Macchia and McMullan recorded as voting yes in those roll calls.

Resolution No. 2025-24 authorizes the mayor or administrator to execute a contract with Northeast Cleaning Company LLC for cleaning of public restrooms and Village Hall retroactive from March 1 through Nov. 30, 2025; Councilmember Macchia moved the emergency declaration and the three-reading waiver and the roll call recorded Caudill, Ron Colby, Dudeck, Fischbach, Macchia and McMullan voting yes. Resolution No. 2025-25 declared the structure owned by Sean and Gina Guerriero at 4865 Presidential Ave. a nuisance; Council approved the emergency declaration and then acted on the resolution with the same six-member roll call. Resolution No. 2025-26 approved a dispatch services agreement between the City of Geneva and the Village for police, fire and ambulance emergency dispatch services; Council again declared an emergency and acted on the resolution with a unanimous roll call of the six council members.
In new business, Village Administrator Jeremy Shaffer requested a public hearing on April 21, 2025 at 7:00 p.m. to discuss an LMR update and related TIF legislation. Councilmember Matt Caudill moved to schedule the hearing; P.J. Macchia seconded and the motion passed with Caudill, Ron Colby, Dudeck, Fischbach, Macchia and McMullan voting yes.
Council briefly entered executive session later in the evening and exited at approximately 8:06 p.m. The meeting adjourned at about 8:07 p.m.
