Geneva-on-the-Lake council adopts emergency EMS contract with Ashtabula County

Geneva-on-the-Lake’s Village Council voted unanimously May 19 to adopt Ordinance 2025-31, authorizing the mayor to execute an Emergency Medical Services contract with the Ashtabula County Board of Commissioners for the term Jan. 1, 2025, through Dec. 31, 2026. The council declared the measure an emergency and waived the three-reading rule so it could act that night.
P.J. Macchia moved for the emergency declaration and Matt Caudill seconded. Roll-call votes were recorded in favor from Matt Caudill, Ryan Colby, Cynthia Dudeck, Shawn Fischbach, P.J. Macchia and B.J. McMullan on the emergency motion, the motion to waive the three-reading rule, and the final motion to act on the ordinance. The motions carried unanimously.
The ordinance authorizes the mayor to sign the EMS contract between the village and Ashtabula County; the text in the meeting agenda identifies the contract term but does not list contract dollar amounts or operational details. No members of the public appeared to comment during the meeting. Solicitor Chris Newcomb and Deputy Administrator Jessi Spurlock were present; the record shows no amendments were offered during the council’s consideration.
By invoking emergency status and waiving additional readings, the council made the ordinance effective immediately under municipal procedure rather than waiting for subsequent meetings. The council’s next meetings are scheduled for June 9 (work session at 7:00 p.m., regular meeting at 7:15 p.m.) and June 16 at 7:15 p.m.
