Glenwillow council enacts new rules for residential solar installations

The Village of Glenwillow Council on Nov. 5 unanimously approved an amendment to Chapter 1330 of the Glenwillow Codified Ordinances to regulate solar energy equipment, declaring the measure an emergency and suspending the three-reading requirement.
Council members voted 6-0 to suspend further readings (motion by Larry Sylver, second by Gurvis Smith) and then voted 6-0 to adopt Ordinance No. 2025-11-31 (approval motion by Tony DeCarlo, second by Barb DiBacco). The roll call recorded Yeas from Adie, Banas, DeCarlo, DiBacco, Smith and Sylver with no nays.
The ordinance inserts Section 1330.05 into the Village Building Code to provide standards and enforcement tools for solar arrays on private property; the measure was presented to fill a perceived gap in the current code, according to Building Official Braden Thomas, who said the addition “is to fill a void we currently have in the code regarding solar power.”
Mayor Mark A. Cegelka presided over the meeting; no public comment on the ordinance was recorded on the agenda for the evening. The ordinance was presented and enacted during the regular meeting under the emergency clause, meaning it takes effect immediately under local procedure.
Council members did not record any amendments or roll-call dissents on the measure. The council concurrently advanced related traffic- and device-definition ordinances and referred an ordinance on electric transportation devices to the Planning Commission for further review.
The council did not set a separate public hearing date specifically for the solar code at the Nov. 5 session; implementation details and any administrative guidance will be handled by the Building Department under the newly codified section.
