The License and Permit Committee voted 3–2 to recommend to city council approval of a Class A liquor license for Momo’s Fresh Market LLC, with the license to be effective Nov. 18, 2025 if council approves. Owner Mustafa Mustafa told the committee his store is a neighborhood supermarket that would sell packaged alcohol (bottles and 12-packs) and not single-serving pints or ‘‘forties.’’
Committee discussion focused on whether adding packaged alcohol would create an over-concentration of liquor options near existing outlets and a children’s library. One member said the store’s planned display and cold cases devoted to alcohol would be a detriment to the neighborhood. Committee members asked how voluntary restrictions (for example, not selling half-pints or single-serving containers) could be enforced; the deputy city attorney said enforcement of voluntary promises is difficult and any additional conditions would need to be examined.
A motion to recommend the license to city council carried 3–2 in roll call. The committee recorded the roll-call votes as: Seale — No; Dyson — Yes; Harper — Yes; Ruffalo — No; Chairperson Kennedy — Yes. The committee noted the recommendation would be forwarded to city council for final action on Nov. 17 at 7:00 p.m.
Mustafa said he had operated multiple stores and asked the committee to support his application, stressing his record in the community.
