Parks and Recreation Director Alina Hibbs presented two fee proposals: a lower‑cost two‑day option for the EELS swim team program to provide a more affordable option for participants, and several cemetery fee adjustments that reflect operational costs and reduced inventory of plots and mausoleum niches. Hibbs explained the 3‑day program costs $276 currently and staff proposes a lower‑cost option; the council packet includes strike‑throughs and updated fee lines for sold‑out categories and new pricing for alcove niches.
Finance staff (Chris) explained the fee resolution also formalizes an automatic, CPI‑based adjustment that was implemented April 1. “The fee resolution presented to you tonight represents a 3.1% adjusted school impact fee,” staff said, noting the change follows the CPI formula previously approved by council. The council also acknowledged an email from Kyle Fletcher at the school district expressing concern that the city has not adopted the district’s calculated school impact fee; staff said they will review the school district’s capital facilities plan once approved by the school board and bring back any recommended deviation from past policy.
Council moved and approved Resolution 1879 by voice vote; staff will include the clerk’s distributed correspondence in the meeting record.
