Greenburgh board approves routine resolutions, hears resident accusations over North Washington sidewalk

The Greenburgh Town Board opened its regular meeting after a special Hispanic Heritage Month program and moved through a slate of routine resolutions, contracts and permits while hearing several public commenters who urged closer oversight of local projects.
At the start of the public comment period, Hal Sammis, a resident, sharply criticized the town's handling of a North Washington sidewalk project. Sammis accused the board and staff of presenting misleading information at a prior work session and said the project left roughly a third of the sidewalk unfinished. He cited a $63,000 line item related to a rock outcropping and asserted that the town had paid "over a $100,000" in amounts he described as out of scope. "What you witnessed without any criticism from anyone on the town board was a complete pack of lies," Sammis said, calling for further review and warning the matter could escalate.
Another resident, Marty Boden, raised safety concerns about curbs and sidewalk design, argued for asphalt rather than concrete sidewalks for cost and comfort considerations and said he had applied to serve on a town review board.
Despite those comments, the board approved several measures by voice vote. Actions recorded in the meeting included authorization of a stormwater control facility maintenance agreement and access easement with Dromore Housing Development (motion moved and seconded; approved by voice vote), a local law amending streets and sidewalks requirements related to repaving after excavation, the appointment of new entry‑level police officers, contract supplements and the appropriation of federal aid costs for several transportation projects. The board also approved a $30,000 amendment to the library fund to cover security services and several tax certiorari settlement refunds.
Some street‑closing permit requests were discussed at length: two related block‑party/closing requests appeared to duplicate each other, prompting the board to hold them for verification and to defer final action until the next meeting. Other closings for Halloween events and the town's parade were approved.
Where votes were recorded in the transcript they were taken by voice and no roll‑call vote with individual tallies was captured in the record for most items. The town attorney said corrections, if needed after a vote, would require a revote at a later meeting.
