Middletown council unanimously approves promotion, appropriations, loan and sidewalk-parking ban

MIDDLETOWN — The Middletown Town Council on March 6 unanimously approved a series of routine personnel, budget and ordinance measures and directed staff to pursue a proposed vehicle-exchange agreement with a private contractor.
Town Council President Jake Smith opened the meeting at 7 p.m. in the Public Meeting Room and noted the presence of Clerk‑Treasurer Drew Cooper and council members Steve Holmes, Donita Chambless and Gary Kendall; Dave Wagner was absent.
The council approved the promotion of Alex Millis from Dispatcher Grade 2 to Dispatcher Grade 3 after a recommendation from the Dispatch Supervisor. Council member Gary Kendall moved the promotion; Donita Chambless seconded, and the motion passed unanimously.
During a public hearing, the council adopted Resolution 2018‑03‑06‑01 to appropriate $10,000 from the Cumulative Capital Development Fund to pay for sewer repairs at the Civic Center. Donita Chambless moved approval; Steve Holmes seconded and the motion passed unanimously.
The council also adopted Resolution 2018‑03‑06‑02, authorizing a vehicle loan agreement to borrow $17,108.95 from First Merchants Bank to purchase an all‑terrain vehicle for the Police Department. Chambless moved the measure and Gary Kendall seconded; the motion passed unanimously.
On its second reading by name and number only, the council approved Ordinance No. 2018‑01, prohibiting parking of motor vehicles on sidewalks or curbs. Chambless moved the ordinance and Kendall seconded; the motion passed unanimously.
The Town Marshal reported that the Middletown Utilities Department had expressed interest in purchasing a 2013 Ford Explorer the police planned to trade in; dealers had offered about $3,500, which the marshal said is well below Kelly Blue Book value. The sale will be taken up by council after the Utilities Department disposes of three older vehicles.
Utilities Superintendent told the council she would like to trade use of the town’s bucket truck in exchange for electrical lineman work from Burns Electric Inc. President Smith instructed her to have Burns draft a contract and asked Town Attorney Joel Harvey to review it before the council considers approval.
There was no recorded dissent on any vote. With no further business, the meeting was adjourned.
