Middletown council approves fund transfers, equipment sale, vehicle transfer and personnel moves

The Middletown Town Council on July 3 unanimously approved a series of routine municipal actions, including budget transfers, property sales, a vehicle reassignment and personnel changes.
Council member Dave Wagner moved to authorize Clerk-Treasurer Drew Cooper to transfer $20,000 from the Water Cash Reserve Fund to the Water Operating Fund and $20,000 from the Sewage Cash Reserve Fund to the Sewage Operating Fund; Council member Steve Holmes seconded the motion and it passed unanimously. The transfers were described in meeting minutes as moves to shift reserve funds into operating accounts.
Wagner also moved to sell the town's 1978 International dump truck to Jim Wright for $1,000. Donita Chambless seconded the motion; the sale passed unanimously.
The council approved a transfer of a 2013 Ford Explorer from the Police Department to the Utility Department in exchange for $3,500. Wagner moved the transfer, Chambless seconded, and the motion passed by unanimous vote.
Clerk-Treasurer Drew Cooper read Ordinance 2018-02 on its second reading. The ordinance raises the fine for harboring barking dogs to $25 for a first offense and $50 for each subsequent offense. Donita Chambless moved to approve the ordinance on second reading; Dave Wagner seconded, and the council approved it unanimously.
On personnel matters, the council approved promotions and hires in the dispatch unit. Wagner moved to promote Robert Griggs and Chris Millis from Dispatcher Grade 2 to Dispatcher Grade 4 and to promote Shannon Kirk and Alex Millis from Dispatcher Grade 3 to Dispatcher Grade 4, effective Jan. 1, 2019; Chambless seconded and the motion passed unanimously. Wagner also moved to hire Debra Sexton and Betsy Mills as Dispatchers Grade 1; Chambless seconded and the hire approvals were unanimous.
Town Council President Jake Smith opened the meeting at 7 p.m., led the pledge of allegiance, and the council adjourned after completing the listed business. Clerk-Treasurer Drew Cooper and Town Attorney Joel Harvey were recorded as present; Council Member Gary Kendall was recorded as absent.
