Middletown council rejects bids on two surplus vehicles, sells van for $400; approves first reading of barking-dog fines ordinance

MIDDLETOWN, Ind. — The Middletown Town Council met June 19 and took unanimous action on two items involving municipal property and animal-control fines.
Council President Jake Smith opened the meeting at 7 p.m. in the Public Meeting Room at 653 Locust Street and confirmed the presence of Clerk-Treasurer Drew Cooper and council members Steve Holmes, Dave Wagner, Donita Chambless and Gary Kendall. Town Attorney Joel Harvey was also present.
Council member Donita Chambless moved to reject all bids on a 1978 International dump truck and a 1986 Chevrolet Blazer and to sell a 1996 Chevrolet Astro Van to Jim Wright for $400. Council member Gary Kendall seconded; the motion passed unanimously. The council did not record separate roll-call votes beyond noting unanimous approval.
Clerk-Treasurer Drew Cooper read Ordinance 2018-02, "An Ordinance Imposing Fines for Violation of Section 91.22 of the Town Code," which raises the fine for harboring barking dogs to $25 for a first offense and $50 for each subsequent offense. Council member Dave Wagner moved to approve the ordinance on first reading; Steve Holmes seconded. The motion passed unanimously. Because the council approved only the ordinance’s first reading, additional readings or procedures required by the town code remain for final adoption.
Council President Jake Smith reported that he and Henry County EDC President Corey Murphy recently toured two local businesses, Fabacab and Individual Support Services, as part of the town’s ongoing engagement with local employers.
With no further business, the council adjourned the meeting.
