Middletown council approves police truck loan, fund transfers and watermain contract

Council Member Dave Wagner moved to approve RESOLUTION 2018-04-17-01, authorizing a 2.99% five-year loan from Star Financial Bank to purchase a 2018 police truck; Council Member Gary Kendall seconded and the motion passed unanimously. Clerk-Treasurer Drew Cooper recorded the vote with four members present and one absent.
The council also approved interfund transactions to support a Sewage Plant Update Project. Council Member Gary Kendall moved to transfer $20,000 from Sewage Cash Reserves to the Sewage Capital Reserves Fund and $10,000 from Stormwater Cash Reserves to the Stormwater Capital Reserves Fund, and to issue a five-year $50,000 loan from Electric Cash Reserves to the Sewer & Stormwater Capital Reserves Funds to serve as matching funds for an OCRA grant; Donita Chambless seconded and the motion passed unanimously.
On public works, Council Member Dave Wagner moved to authorize the Utilities Superintendent to hire American Asphalt to repair various streets and to pay up to $20,780 from the Local Road and Street Fund; Donita Chambless seconded and the motion passed unanimously. Wagner also moved to authorize Town Council President Jake Smith to sign a construction contract with Chandler’s Excavating for the Watermain Improvements Project (also described in the minutes as the Columbia Fire Hydrant Project) at a cost of $75,239.19, to be paid from the remaining SRF loan from the Water Treatment Plant Replacement Project; Donita Chambless seconded and the motion passed unanimously.
Separately, Donita Chambless moved to authorize the Park Superintendent to create two handicap parking spaces in the Municipal Building parking lot near the proposed walking trail; Gary Kendall seconded and the motion passed unanimously.
The council recorded a request by Council Member Dave Wagner that Clerk-Treasurer Drew Cooper draft a letter to the owner of the property at 825 Locust Street asking about plans to repair a burned-out building; the minutes show this as a request rather than a formal motion or enforcement action.
The meeting adjourned with no further action recorded. Absent Council Member Steve Holmes was noted in the roll call.
