The POLYTECH School District Board of Education unanimously approved FY26 tax rates and a $785,001 bond on July 8, along with local salary scales for the 2025-26 fiscal year.
Nicholas Johnson, the district's finance presenter, told the Board the district had collected "just over 105%" of anticipated revenue collections and "just under 101%" of anticipated current expense collections, with total expenditures and encumbrances "just over $32.2 million." The Board approved the financial reports ending June 30, 2025, by unanimous vote.
On tax rates, Johnson presented county warrants to be forwarded to county authorities. The Kent County tax rate will increase from 0.0269 to 0.0284 next year; New Castle County's rate was presented as decreasing from 0.1305 to 0.0228 due to reassessment. "To approve the issuance of a Bond, as authorized by the Fiscal Year 2025 State of Delaware Bond Bill (HB 475 of the 152nd General Assembly), it is recommended that the Board approve the following resolution," Ms. Cynthia Brown read aloud during the bond discussion.
The bond resolution authorizes the State of Delaware to issue a School District bond in the amount of $785,001 representing the local share of projects funded by HB 475. The districts' portion supports POLYTECH High School roof replacement and walkway enclosure projects. Mr. Johnson said the bond carries a 4.09% interest rate to be retired over 20 years, with an additional annual payment of $39,250.05 added to the district's existing annual payment of $854,281.36. The Board voted unanimously to approve the bond resolution.
On personnel compensation, Johnson presented the FY26 local salary letter. The only stated changes in the document are an extension of the same percentage increase to constable employees and a directive for a review of administrator salaries to ensure they are "fair and appropriate within the education sector in Delaware." Dr. Reginald Chandler moved to approve the FY26 local salary scales; the motion passed unanimously.
The Board's actions on tax rates, the bond resolution and salary scales were unanimous. Next administrative steps noted in the meeting record include forwarding tax warrants to county officials and executing the bond authorization through the State of Delaware as provided under HB 475.
What happens next: the Board will submit the tax warrants to the counties and the State of Delaware will issue the bond on the district's behalf per the HB 475 authorization. The administration will carry out the administrator salary review as directed by the Board.
