Spring Grove council approves engineering contract, solar rates and multiple permits; several administrative hires confirmed

Spring Grove — The Spring Grove City Council on April 15 approved a professional services agreement with WHKS for design and construction-phase engineering on several street and watermain projects, adopted an ordinance incorporating electrical and solar rates, and cleared a string of routine permits and personnel actions.
The WHKS agreement, presented by Tim Hruska of WHKS, covers replacement of a water main on 5th Avenue SE and a series of water‑service and pavement replacements in the northwest portion of the city, and includes installation of rapid‑flashing crosswalk beacons at Main Street and Division Avenue. Council Member Morgan Buckland moved to approve the agreement; Council Member Michael Hagen seconded. The motion carried with all members present voting in favor.
The council also voted to adopt ordinance language establishing electrical and solar rates so the city can bill customers for solar production. Administrator Jana Elton told the council staff will monitor system production and review impacts in about six months; Mayor Bryan Wilhelmson and Council Member Michael Hagen questioned potential bill impacts but the assembly approved the rates. Council Member Morgan Buckland made the motion and Council Member Hagen seconded; the motion passed unanimously.
Other approvals at the meeting included: hiring recommended swim center employees; appointing Council Member Morgan Buckland as the new swim center liaison; accepting four new fire department truck operators (Daryl Melbostad, Tim Ladsten, Keith Haugstad and Dean Wiste); waiving Log Cabin rental fees for the Music and Market summer series; approving a fireworks permit for Scott and Jacqui Van Minsel pending fire‑department sign‑off; and allowing Friendship Wagon attendees to use aquatic center showers on June 22.
On construction requests from Kraus‑Anderson related to school work, the council approved a variance to allow 6:00 a.m. start times from June 1–Aug. 15 and approved fencing along the west side of 2nd Avenue SW, but denied a request to place a 40‑foot Connex box in parking spots in front of the Trinity Center.
All motions recorded in the meeting minutes were carried by unanimous voice vote unless otherwise noted. The council adjourned at 7:08 p.m.
