St. James City Council adopts preliminary 2025 levy, approves contracts, orders street study and personnel actions

Councilperson Kathleen Hanson introduced and moved adoption of RESOLUTION 09-24-01, with Councilperson Gene Hildebrandt seconding. The motion passed by hand vote with Ayes from Hanson, Hildebrandt, Hannah Rushing and Sue Craig; Acting Mayor Paul Harris declared the resolution adopted 4-0.
The action starts the formal Truth-in-Taxation process: the council also adopted RESOLUTION 09-24-02 to set a Truth-in-Taxation public hearing. Councilperson Hannah Rushing introduced the resolution and Councilperson Sue Craig seconded; that motion also passed unanimously.
Other business approved on unanimous votes included a renewal service contract with West Central Sanitation (RESOLUTION 09-24-03), authorization to prepare a report on improvements to 7th Street South and a ring road extension (RESOLUTION 09-24-04), and a resolution declaring certain property abandoned and surplus and ordering its sale (RESOLUTION 09-24-05). Councilperson Sue Craig introduced the sanitation contract motion; Councilperson Kathleen Hanson and others moved and seconded the street-improvement study and surplus-property actions as indicated in the minutes.
The council adopted RESOLUTION 09-24-06 recognizing National Pregnancy and Infant Loss Remembrance Day.

Personnel and administrative items: the council accepted the resignation of Police Officer Brad Nestegard, effective Sept. 23, 2024; the resignation was noted as being in good standing and was accepted by unanimous voice vote. In public works personnel business, Charles Wagner returned to the Street/Parks Lead position effective Sept. 9, 2024; the minutes record his rehire at Grade 7, Step 7 under the AFSCME union wage scale. The council approved the rehire on a unanimous voice vote.
On second reading/ordinance business, Ordinance No. 025, 4th Series — an ordinance to rename a street in the City of St. James — received its first reading after a motion by Councilperson Gene Hildebrandt and a second by Councilperson Sue Craig. The minutes do not specify the new name of the street.
Routine business included approval of the Sept. 3, 2024 minutes and consent approval of claims totaling $261,241.00 (Checks No. 702581–702601, 702617–702693). The meeting adjourned at 5:50 p.m.
The council was chaired at the start of the meeting by Mayor Jonathan Wilson; Paul Harris, President Pro-Tempore, served as Acting Mayor after 5:35 p.m. City Manager Amanda Glass, City Clerk-Treasurer Kristin Hurley and City Attorney Mike Kircher were present as staff.
