The Vernon Center City Council voted to approve Pay Application #12 for $89,014.24 for a local infrastructure project, but made payment contingent on reimbursement from state bonding and USDA‑RD funds. Councilor Emily Edwards moved approval and Councilor Wendy Bennett seconded; the motion passed unanimously.
Engineer Chris Knutson told the council the contractor will need to temporarily bypass portions of the system to complete work and that a bypass plan is being prepared by RPR Doug Maeder for MPCA and PW Supervisor Mark Willette to review and approve. Post‑construction calibration of wastewater treatment plant equipment will be required; PW Supervisor Willette said calibrations should occur every six months going forward. Knutson also said he is investigating sign placement for Park Ave and Main St and recommended an August 2025 walkthrough to identify warranty items after contractor work is complete.
Council and staff also discussed street sweeping options for the project area, with the city weighing whether to perform sweeping with city equipment or ask the contractor to include it; staff will confirm arrangements and timing (anticipated March–April). The council did not alter the scope of the project at the meeting but directed staff and the engineer to finalize the bypass and calibration plans and to coordinate any required MPCA approvals.
